2. I have found it a little difficult to draft my way out of the problem set out in the first three paragraphs of Mr Rushford's minute. But I would be grateful for your comments on the following redraft of subparagraph b of the proposed draft letter from the Hong Kong Government to the German Consulate General in Hong Kong:

"that the terms of the Federal German Foreign Ministry's Note of 15 October 1976 to HBM Embassy, Bonn, apply to theisit of the "Otto Hahn" to Hong Kong, in case of any claims arising from the visit:".

(My German is not as good as it might be: perhaps you could confirm that the German MFA's Note of 15 October is a fair German rendering of Bonn telegram 774 as amended by Bonn telegram 946.)

I today sent Mr Schulze-Rauschenbach a reply to his Embassy's Note of 23 November.
