MEMORANDUM FOR EXECUTIVE COUNCIL

MODIFIED INITIAL SYSTEM OF THE MASS TRANSIT RAILWAY

Introduction

On 14th January 1975, after considering memorandum XCS(75)1 a copy of which is at Annex A, Honourable Members advised and the Governor ordered;

(a) that the Mass Transit Railway Provisional Authority

should proceed with calling for tenders for the

Modified Initial System, as outlined in paragraphs 18 to 22 of the memorandum, on the basis of a multi- contract approach as proposed in paragraph 28 of the memorandum;

(b) that the Modified Initial System (MIS) be approved in

principle on the understanding that the Council be consulted, when the results of initial representative tenders and terms of export credits were known, before contracts are let;

(c) that a press statement on the lines of that at Annex F

to the memorandum be issued, subject to:

(i)

(ii)

the deletion of those phrases unnecessarily provocative to the Japanese Consortium; the amendment of "approved" in paragraphs 7 and 9 to read "approved in principle"; and (iii) the inclusion of brief arguments restating the

need for a Mass Transit Railway to be constructed.

Brief Recapitulation of Background to the Project

The present memorandum has three purposes: first, to inform Honourable Members of the view now taken by the Provisional Authority as to the viability of the project, having regard to the tender prices received for initial contracts and the known and likely availability of finance. Secondly, to bring Honourable Members up to date as re- gards the Provisional Authority's activities over the past eight months. Thirdly, in accordance with the direction given in January, to consult Honourable Members before a final decision is taken to let contracts and enter into other necessary arrangements.
