The basic rate increases have been netted down to allow for adjustments for economies of scale and also the rate reduction rebates arising from the interest on the Development Fund.

*(2) The estimated fuel clause increases are based on an estimated

fuel oil cost of $412 per ton for 1978 and a 5% increase per annum thereafter. Coal is estimated to be half the price of fuel oil per ton but to give two thirds of the heat value of oil and this explains why the fuel clause adjustment is relatively low in 1982, when coal is expected to be introduced for the new 350 mw sets,
