the draft Scheme of Control for CLP, at Annex B to memorandum XCC(77)86, is acceptable subject to the advice of the Legal Department on the precise wording of the Scheme; and

CLP's financial plan, annexed to memorandum XCC(77)87 is acceptable subject to CLP confirming that their consultants' report on the British offer (on which the plan is based) is competitive.
