In his letter of today's date (copy attached) my Minister of State seeks the approval of the Chief Secretary to the Treasury to my Department's proposals for this project, before they are sent to Hong Kong.
In our view it would be very helpful if, as a demonstration of his close personal interest in this project, the Prime Minister sent a short personal message accompanying our proposals to Sir Lawrence Kadoorie, Chairman, China Light and Power. This could prove highly advantageous to the presentation of the British proposals in Hong Kong.
I attach the draft of a letter to Sir Lawrence for the Prime Minister's consideration. If he is content, would you please return the signed version to me, for despatch to Hong Kong with the rest of the proposals. Perhaps you would also leave the letter undated; this can be inserted as appropriate when the proposals are ready to be sent.
I am copying this letter and enclosure to Ewen Fergusson (Foreign and Commonwealth Office), Martyn Baker (Department of Trade), James Bretherton (Department of Energy) and Ian Smith (HM Treasury).
