HONG KONG POWER STATION PROJECT

You kindly sent me a copy of your minute of 27 October to Murray. Although we briefly spoke on the telephone about this, it may be helpful if I set out our views on our prospects of winning the order.

Our views in fact lie midway between those expressed by the Trade Commissioner on the one hand and the Governor on the other. I am inclined to the opinion that the Governor's views (expressed two or three weeks ago) might simply be reflecting the initial reaction - perhaps even a negotiating reaction of some members of the China Light and Power board shortly after receipt of our bid. This response, which we too received in London, could not have represented a considered assessment of our proposals as a whole given their scope and complexity. As you will have seen from John Mills' letter of 31 October to Bryan Cartledge at No 10, CLP/PEPCO have hired Electrowatt, a Swiss firm of consultants, to advise on the competitiveness of the bid: they are due to report later this month. Everything will depend on this report but at present we are quite hopeful of the outcome.
