The purpose of the meeting was to discuss the visit to Hong Kong of the CEGB team (Mr Weaving, Mr Masding, Mr Gillson) which had returned from discussions with China Light and

Power the previous day.

2 Mr Weaving said that he felt the visit had been successful. He reported the following key points:

(i)

scope of the package: it had been quite clear that CUP had few firm ideas themselves about the extent of the UK package they were looking for. They were therefore content to leave the scope of the package largely to the discretion of the UK interests. CIP's main concern was the high rate of growth in demand for electricity (currently 1 per annum) which meant they would require substantial additional capacity, some of which would need to be in operation in 1981. There appeared to be four main elements to CLP's expansion plans:

expansion of existing capacity - probably

2 x 50 MW gas turbines by 1981.

new 4 x 350 MW power station on Tan Tau island the first set to be in operation by March 1982

(CLP were also ready talking of a "B" station on the same site).

transmission equipment from Ian Tau to mainland, by high level crossing towers.

extension of transmission network on mainland.

As far as construction was concerned, CIP intended to do their own plant erection and would prefer to
