Mr Lipnitt said that the purpose of the meeting was to clarify the role of the CEGB in assisting the Department of Industry to persuade China Light and Power that a negotiated contract with the UK was desirable. Before commencing that discussion, however, he wanted the group to know the gist of two important telegrams which had been received within the last few hours from the British Trade Commission in Hong Kong. Mr Macdonald gave an account of the main points raised in each telegram:

The first telegram stated that the 'specification guidance' which Mr Macdonald and Mr Gemmill had been promised by CLP during their visit to Hong Kong was now on its way by diplomatic bag. It was a bulky document which contained preliminary specifications for the plant, (type, rating, operating conditions, site conditions and design consideration), boiler, turbine, generator and exciter, lubricating, cooling and control systems, electrical systems, supplementary equipment (ie hydrochlorination, hydrogeneration, water treatment, fire protection, air-conditioning etc) and the gas turbines. With it was a covering letter from Mr Stones which referred to the probable siting of the new station on the North-East corner of Iantau Island. The covering letter also mentioned that two twelve foot diameter tunnels would be needed to convey EHV power cables from the station to a point on the mainland where they could be connected into a new CLP EHV transmission system and to provide possible access for personnel during emergency conditions and that CLP expected the UK Government package for the power station to include the cost of such tunnels and EHV cables.
