We can leave the precise way of doing this until the Kadoories are in London. It may be, for example, that the best thing will be for Sir Lawrence to take the passports with him when he calls at the DOI and for us to collect them from Mr Mac Donald.

I think the way is clear for you to send the BTC the preliminary reply to their telegram for which they ask by the ~early hours of tomorrow, 1 July. I attach a draft.
