Thank you for your minute of 3 June which points out that you have now heard that no formal acceptance has yet been received of the invitation issued by the National Coal Board for a Chinese delegation to come to the conference on mining in October.

2 We had also heard that no formal acceptance had been made: it is for this reason that we amended the text of the telegram which was sent last week to the British Trade Commission in Hong Kong. I am encouraged that you consider that there is a very strong probability that the Chinese will accept the invitation. Mr Siddall (Deputy Chairman, NCB) told me last week that at a Mining Congress in Vienna the previous week the leaders of the Chinese delegation had said only that the invitation was still being considered. He had taken this to mean that, while the Chinese would come to the UK at some point, there was a less than 50:50 chance that they would come to the conference in October.
