In discussion of these possibilities, those present considered that their preferred course would be the creation of a new company called, say, Power Supply Contractors, in which the main contractors would have shareholdings. would be responsible for delivering the ten year energy programme for Hong Kong. One possibility would be for PSC to sub- contract its responsibility to the CEGB which in turn would place orders for individual items with UK companies. There would be considerable financial attraction in an arrangement whereby the plant was leased, rather than sold, to CLP.

After the meeting Mr Hewes provided the attached note setting out how such a scheme might work.7

Mr Lippitt said that GEC and the Department needed to consider separately the feasibility of the various suggestions which had put forward and should meet again when they had each had an opportunity to do this work. GEC gave their permission for the Department to approach Lazards if this would help them.
