Sir James Woodeson (chairman, Clarke Chapman/Reyrolle Parsons) has passed onto Mr Lippitt a letter he recently received from Mr Stones (deputy general manager, China Light and Power) which discussed certain aspects of this, project. A copy of this letter is attached.

Britain's mining machinery exports to China. I attach for u your consideration the draft of a telegram which might be sent to the British Trade Commissioner in Hong Kong which provides some further information. (This material was taken from Mr Trethewey's minute of 11 May to me.) I should appreciate your comments on this especially:

whether any of this material is confidential and should not be passed onto CLP;
whether you can expand on the industry's "method of doing business with Peking" (Paragraph 3 of Mr Stones' letter refers.)
As we wish to make a positive response to Mr Stones request despite his method of putting his questions - I should appeciate your comments - on the telephone, if necessary by lunchtime tomorrow (Tuesday). By then we shall have met both GEC and Balfour Beatty and in the light of this will be able to assess how definitive we can be in Paragraph 2 of the telegram.
