I would therefore suggest that:-

Paragraph 7 of the Lazards' draft is amended to remove the suggestion implied therein that a convincing feasibility study is all we should require.

Deletion of 'ECGD in Paragraph 3. Lazard's draft telex did not suggest that ECGD should go to Hong Kong at this stage. At a later stage the position may be different.
