I refer to your minute of 30 May and the subsequent telephone conversations between our Mr Trethewey and your Mr Moulson.

We have spoken to the main contractors Dowty and Gullick and I confirm Mr Trethewey's statement that there is nothing in your telegram relating to these companies that is confidential.

3 You ask if we can expand on the industry's "method of doing business with Peking". A ready made answer to this is a recent paper prepared by the Sino-British Trade Council (SBTC) in association with Gullick and Dowty, a copy of which is attached. You will see that the paper takes the form of a

questionnaire and replies by the two companies. One company has asked that details of agreed discounts be deleted and this has been done. Both companies

Huir am. have asked that circulation of the papers be restricted to UK official

organisations. It should therefore not be shown to the CLP company. SBTC als0 hold copies of the earlier contracts but consider these to be confidential to themselves and the companies concerned.

We suggested that you might expand para 4 of your telegram to refer to the fact that a Chinese delegation is coming to this country in October for an international conference on remote control and monitoring in mining that is being held in conjunction with the international exhibition of mining machinery at the NEC. It seems reasonable to suppose that the delegation will take the opportunity of visiting the exhibition.

5 A last point is that Gullick Dobson and Dowty and their sub-contractors would be able to react quickly to any orders. Small orders for spares are still being placed by the Chinese for the earlier contracts and I understand that the companies are giving an efficient service in order to encourage further large contracts. There have been come significant developments in face equipment in the last few years, particularly in the area of control systems and both companies can now supply improved equipment to cover a wide range of mining conditions. As suggested in an earlier minute the sooner the companies can be brought fully into the picture the greater will be their contribution.
