Reluctantly I think the Governor is right. cannot recall how this is being handled or whether we have seen a comprehensive report on Kadoorie in the UK. Could someone in HKD do me a progress-note with advice on whether (and if so how) HMG should intervene? My personal thought is that we shouldn't, but in any case you and I might want to make sure Lord Goronwy-Roberts knows all about this.
