GENERATING EQUIPMENT FOR THE CHINA LIGHT AND POWER CO. 1813

We have been in touch with the Department of Industry and Trade about the proposition in paragraph 4 of the Governor's message to the PUS (Hong Kong telegram no. 268) that we should consider a special negotiated price for the supply of generating equipment to the China Light and Power Company.

2. We understand that there is a division of opinion within the GEC, who would supply the equipment, about the suggestion of a negotiated contract. Until this is resolved and agreement reached with the DOI and DOT on the response to be made to Sir Lawrence Kadoori's initiative, I fear that the PUS can only be advised to send a non-commital reply to the Governor's message. It is not even possible to indicate, as I had hoped, that we might have a positive position when Sir L. Kadoorie visits Britain at the end of March. My department will continue to liaise with DOT and

DOT.
