My purpose in approaching the British Government in this manner is that this project, as I see it, could embrace far more than the ordering of Power Station equipment.

What is now involved covers the possible:-

(a)

Export of coal equipment to China,

(b)

The purchase of Power Station Plant,

(c)

The purchase of Transmission and Distribution Equipment,

(d) The purchase of De-salination Plant.

The achievement of a commercial concept along these lines would restore to the U.K. the primary position it formerly occupied as a major trading partner with China. It would also lay the foundation for the long-term merger of China and Hong Kong interests. We must always remember that today Hong Kong is in the unique position of being the Free Zone of China*, under British management.

In conclusion may I reiterate my opening remark that my Company's policy has long been to buy British. Time and circumstances, however, make this no longer possible unless I receive a proposal which is apparent to all in Hong Kong to be in the best interests of shareholders, consumers, and the public. But I must stress that the decision to proceed is already overdue and consequently, unless an acceptable proposal can be agreed, the only alternative will be to call for international tenders.

What is now essential is, that it can clearly be demonstrated that British manufacturers will be able to supply us with the plant we require, at a price, which can be shown to be competitive with international tenders, having regard to quality, reliability and back-up service.

I must also emphasise that whatever proposal is made requires the ratification of the Hong Kong Government, my Board, and in particular the Directors of PEPCO, my American associates.
