maintaining substantial employment of skilled and semi-skilled labour in England which might otherwise be lost to the U.K. power plant manufacturing industry, and

promoting exports of British plant and technology to an area with great future potential as a market for British products.

It should be noted that building four 350 MW sets provides a greater number of man-hours work than the three 660 MW sets proposed for Drax, and consequently will retain more people in employment.

If our Companies, CL&P/PEPCO were to place an order in the U.K. for the 350 MW units they require, at a price which can be shown to be competitive, having regard to quality, reliability, and back-up service, this would, to a large measure, satisfy both short-term aims of the report, i.e. an immediate order and assistance with exports.

Note: The C.P.R.S. Report confirms our existing experience that Japanese Plant is some 25-30% less than comparable British Plant.

The CL&P/Generation Development Plan, submitted to the Hong Kong Government in November/December, 1976, shows the need for additional plant as follows:"
