Dear Sir,

Animals & Plants (Protection of Endangered Species) Ordinance No. 63 of 1976 and Sing Lai Hong

Further to my telephone conversations with your Department yesterday morning, I write in objection to your Mr. P.A. Daly's officious verbal accusation that I am "harrassing" your Department, and to your Mr. K.S. Yip's apologetic declaration that your Department has been "unofficially instructed to take no action whatsoever when asked to enforce the above Ordinance". I do not think that Hong Kong tax-payers would like to see their money wasted on pompous status-minded government officials sitting around officially at leisure to draw up local ordinances which are then unofficially shelved due to possible "political embarrassment"

I would request your Department officially, on the strength of my sworn affidavit of the 29th ultimo (copy of which was sent to you on even date), to take into serious con- sideration and/or carry into immediate effect Sections 4 (1) & (2); 5(1) & (2); 6(1) & (2); 8 (1) (a) (b), (2), (3) & (4); 9(1) & (2); 10(1) & (2); 11(1) (b); and 6 (a) & (b) of the above Ordinance.

I should be obliged if you would let me know by return of post at any rate whether the company in question, Sing Lai Hong of 85/87 Fa Yuen Street, Mongkok, Kowloon has effective licences under the above Ordinance to possess Diurnal birds of prey, Leopard cats or Owls as mentioned in my affidavit. A stamped self-addressed envelope is enclosed for this purpose.

Failing to see prompt action taken by your Department, I shall have no option but to appeal to the Governor in accordance with Section 17 of the above Ordinance.
