Prevention of Cruelty to Animals (Laws of Hong Kong Chapter 169)

The Animal-Welfare Working Sub-Committee of this Society had its meeting of 21/1/77 noted a complaint from a recently enrolled member, Miss C. Tsu, that Section 4 of the Prevention of Cruelty to Animals Ordinance, Chapter 169, has not been effectively implemented by the Senior Veterinary Officer of your Dept. It would appear that Miss Tsu formally made the complaint and gave the in- formation to yourself and to the Royal Hong Kong Police Force and her sworn Affidavit gives evidence of cruelty (as defined in Section 3 of the Ordinance) against the staff of Shing Lee Hong on Sunday, 28th of November, 1976. I have been informed by the Police Officer appointed to deal with this case that the Attorney General has indicated that the Dept. of Agriculture & Fisheries should act to implement the Laws of Hong Kong in this instance. I have also been informed by the Acting Political Adviser that there is no prohibition of the enforce- ment of the Law as it stands by the responsible authorities. Since the procedures laid down in the above Ordinance have been correctly observed by Miss Tsu, this Society 'supports her action in the prevention of cruelty to animals and would be glad to know what direct steps, if any,., your Department is taking to prosecute the alleged offender(s). If how- ever no prosecution is intended, it would be appreciated if you could give the reason for not so proceeding since this may be of influence on' future action by members of this Society under the above Ordinance and
