International Society for the Protection of Animals

I have to thank you for your letters and enclosures of the 14th and 21st January, 1977, regarding Miss Camille Tsu's complaint and to apologise for any apparent tardiness in replying thereto. When your first letter was received this department was in the midst of discussions with the Legal Department, the Political Adviser's Office, and the office of the Secretary for the Environment on the very issues raised by Miss Tsu. Anticipating a reasonably early resolution of the same I refrained from an immediate reply. However, events having taken somewhat longer than one would wish I will now endeavour to put you in the picture to date.

Firstly Miss Tsu - our initial contact with this lady was in early December 1976, when certain of my senior officers, particularly in the Conservation Division of the Department, received a series of telephone calls from Miss Tsu in which she became increasingly excited, abusive and threatening. Although we were not aware of it at the time, ours was apparently not the only department of HKG to receive such attention and treatment. In any event the outcome was the documentation, copies of which have been made available to you by Mr. Colin Platt. Prior to this recent exchange nothing was known of Miss Tsu but we have since learned but have not been able to verify that she has a legal qualification and is said to be the daughter of one of the proprietors of the Shing Lee Hong. We are also informed that, at some time earlier to her approach to this department, she had been involved in a family quarrel. Whilst one will refrain from speculation, obviously several interpretations could be drawn from this information.

Turning to the substance of Miss Tsu's complaints, basically these fall into two distinct areas:

(a) the possible contravention of the Prevention of Cruelty

to Animals Ordinance; and

(b) possible contravention of the Animals and Plants (Protection

of Endangered Species) Ordinance.

I will deal with them seriatim.
