1. I would be grateful for your views on the memorandum (folio 3 below) prepared for the Hong Kong Executive Council's use on 24 May entitled "Public Health (Animals and Birds) Ordinance". I received this as I was drafting a reply to Mr Nichols' letter of 29 April (which you have seen and on which I have already received your comments: your minute of 16 May refers). It seems that the contents of the memorandum may well alter the terms of my reply to Mr Nichols.
