Although theoretically I am on six weeks leave, the leave portion seems to be diminishing with alarming rapidity. Unfortunately I cannot just tack duty visits onto my leave as I have a deadline by which I must return to Hong Kong, namely, 17th September. I propose to travel south to London on September 5th and had originally intended spending only a couple of days in London prior to going to Paris and then to Rome. As things are turning out, however, it would not really be possible for me to do everything I need to do in, say, two and a half days, and so I am delaying my departure from London until lunchtime on Friday the 9th.

I would very much like to meet not only yourself and Bill O'Hara but also anyone else you feel in the Customs and Department of Environment who can be helpful to us in advising how to deal with the Endangered Species Convention and our legislation and enforcement problems. Subject to your agreement, what I propose to do is to let arrangements stand for the 6th and 7th in respect of other departments I have to see in London, namely, ODM, Tropical Products Institute, the Hong Kong Government Office, and a couple of engineering consultants to HKG.

This means that I would make Thursday, 8th September, available to meet you, Mr. O'Hara and anyone else with whom you think I should have discussions. I only hope that we can condense everything into the one day because I cannot really squeeze in another day in London.
