The Directorate Genoral for External Relations of the

Commission presents its compliments to the Minister for Hong Kong

Commercial Relations with the European Communities and the Member

States and has the honour to refer to the Minister'a Note of today roading as follows :

"The Minister for Hong Kong Commercial Relations with

the European Communities and the Member States presento his

compliments to the Directorate General for External Relations

of the Commiunion of the European Communities and has the

honour to refer to the Agreement in textile producta negotiated

between Hong Kong and the Community and initialled on 3 Decembor 1977.

The Minister wishes to inform the Directorate General

that whilst awaiting the completion of the necessary procedures

for the conclusion and the coming into force of the Agreement,

the Government of Hong Kong is prepared to allow the provisions of the Agreement to apply de facto from 1st January 1978 if the

Community ia disposed to do likewise.

The Minister would be grateful if the Community would

confirm its agreement to the foregoing.

The Minister would like also to propose that the

present note and the Community's note in reply shall constitute an Agreement between the Government of Hong Kong and the

Community.

The Minister for Hong Kong Commercial Relations with tha

European Communities and the Member States avails himself of this opportunity to renew to the Directorate General for External Relations the assurance of his highest consideration".

The Directorate of External Relations has the honour to

confirm to the Minister that it is agreed on the content of the foregoing Note and considers therefore that the exchanga of Notes constitutes an agregment between the Government of Hong Kong

and the Community.

The Directorate Ceneral for External Relations avails itself

of this opportunity to renew to the Minister for Hong Kong Commeroial Relations with the European Communities and the Houber States the

aucurance of its highest qonuideration.
