EXCHANGE OF NOTES

The Minister for Hong Kong Commercial Relations with

the European Communities and the Membor Statco presenta his

complimenta to the Directorate General for External Relations

of the Commission of the European Communities and has the

honour to refer to the Agreement in textile products negotiated

between Hong Kong and the Community and initialled on 3 December 1977.

The Minister wishes to inform the Directorate General

that whilst awaiting the completion of the necessary procedures for the conclusion and the coming into force of the Agreement,

the Covernment of Hong Kong is prepared to allow the provisions

of the Agreement to apply de facto from 1st January 1978 if the

Community de diaposed to do likewise.

The Minister would be grateful if the Community would

confirm its agreement to the foregoing.

The Miniator would like also to propose that the

present note and the Community'a note in reply shall constituto

an Agreement between the Government of Hong Kong and the Community.

The Minister for Hong Kong Commercial Relations with the

European Communities and the Member States avails himself of this

opportunity to renew to the Directorate General for External

Relations the sasurance of his highest consideration.
