official told me that Norway will seek more harah terms than even the EEC's present · proposals. It does not take much imagination to come to the conclusion that other importing countries such as Sweden, Finland, Austria, Canada and perhaps even Switzerland, will follow suit. If in the end Hong Kong is forced, under the threat of Article XIX or other unilateral import action, to conclude very restrictive or even retrogressive agreements with all the se cantries as well as the EEO, there will be very great internal political pressure on the US Government to do something similar.
