David Owen has asked me to reply to your letter of 22 November
with which was enclosed a copy of the open letter from the Hong Kong
Christian Industrial Committee. I am grateful to you for bringing
this letter to our attention.
Since Dr Ding wrote to you the negotiations in Brussels between the Hong Kong delegation and representatives from the Commission have been resumed. We believe that a satisfactory conclusion can be reached.
The Government are fully aware of their responsibilities to Hong Kong
and, within the limitations imposed by the need to support the British
textile industry, are doing all they can to ensure fair treatment for
Hong Kong.
I am returning Dr Ding's letter.
