The Secretary of State has seen the draft form of words submitted under cover of Mr Hellings' minute of today's date. The Secretary of State's clearance was sought before the words were passed to the BBC. The Secretary of State has decided to add an additional paragraph which reads as follows:-

"Hong Kong has for many years sold much more to Britain than it has bought from

us.

Our open attitude to their exports to us has certainly destroyed jobs in Britain. It would have been helpful if Hong Kong had created a few more jobs in Britain by buying more from us".
