1. I discussed Hong Kongis telnd 1206 with Figel Broomfield of EIDE on 14 October. EIDE are as concerned as we are that these reports should be stopped. They are convinced that DO officials (two of whom Broomfield named) are responsible. They propose bringing the subject up in the Officials' Meeting on Monday 17 October. They will take the line that while we agree with the rest of the EEC that tough action must be taken on Hong Kong, we must not go beyond existing policies, or be thought or mis-construed to be doing so, and all concerned must honour the assurance given to the Governor. After the 17 October Meeting EIDE will report to us so that we can send a reassuring telegram to the Governor.

John Stern of EIDE took a telegram to Brussels and Nigel Broomfield suggested that it should be repeated to UKREP. It has however been copied to CRE 4, Department of Trade (Jim Ashwood with whom I have discussed the telegram and who shares our concern). EIDE are sending a copy to the appropriate (guilty?) quarter in DOT
