The Prime Minister has seen a copy of the letter which the Secretary of State for Industry sent to the Foreign and Commonwealth Secretary on 23 September about the Multifibre Arrangement and Hong Kong. In his letter Mr. Varley expres ed doubts about the recommendations that Sir Donald Maitland should speak to Commissioner Davignon

about Hong Kong and he suggested that any approach to the Commission should be made by the Governor himself, and not

by Sir Donald Maitland.

The Prime Minister has said that he agrees with

Mr. Varley.

I am sending a copy of this letter to the Private Secretaries to the members of EI, the Minister for Overseas Development and Sir John Hunt.
