3. You will see that, given the programme as it stands at present, it is theoretically possible for the Governor to return to Hong Kong on pm 28 September, Perhaps, if he goes then, direct from Brussels. I have spoken to Mr Attewell, News Department, and he has asked for a defensive line by an tomorrow. Perhaps I could speak.

4. Mr Stewart told me yesterday that we should have by copies of the most recent substantive papers on our negotiations with the Sultan of Brunei over the withdrawal of the Gurkha battalion stationed there. I have these at hand, along with the Governor's programme for November which at this stage is, of course, far from final.
