EID, in close consultation with me, have prepared a submission which incorporates most, if not perhaps all, of the points in paragraph 3 of Mr Murray's minute of 9 September. The submission, which is routed through Mr Fretwell and yourself to the PS/PUS PS/Lord Goronwy-Roberts and the Private Secretary, recommends a pretty tough line on Hong Kong, though the Governor would be given the opportunity to come home to elaborate his case. I believe that the line taken is not unreasonable - hence my concurrence in the submission and you may like to know that Mr Stewart, to whom I spoke on the telephone yesterday evening, agreed when I discussed the matter with him.
