Thank you for your letter of 13 July enclosing records of the meetings with the Hong Kong Textiles Delegation.

Sorry our briefing has been a bit sparse. The trouble has been that we have, for some weeks, expected an outcome one way or another to the MFA renewal talks in Geneva. This had such an obvious bearing on our reaction to informal indications of Commission thinking that it seemed pointless to go ahead and formulate anything in advance of it.

Now, of course, we have the confusion caused by the peremptory closure of the Textiles Committee session. by Long last Sunday; and today's reports of French dissociation. All very murky. Things may (or may not) clear a bit when Tran visits us in the course of his Far East tour in early August. After that I hope we shall be able to give you an up to date brief.

Meanwhile you may care to have the enclosed copies of speeches being made today in Legislative Council by me and Francis Tien.
