BRIEFING ON THE MULTI-FIBRE ARRANGEMENT (MFA)
Your letter of 4 August and the voluminous background material on the Multi-Fibre Agreement arrived in yesterday's bag. I really am most grateful for the trouble you have taken to put together such a comprehensive brief.

You may rest assured that I have absolutely no intention of being drawn into arguments on this complex and controversial subject. I have just felt uncomfortably ill prepared on one or two social occasions when discussion over dinner has been dominated by talk of the current negotiations and wanted to be in a position to at least listen intelligently.

As suggested by Christopher Roberts, I shall take the line that the MFA is not my direct concern and that the Hong Kong Government have direct links to HMG.
I was, in fact, faced with this very question when I recently addressed the Kowloon Rotary Club and the local press were expecting me to refer to the MFA negotiations. I stuck rigidly to a trade promotion theme.

I am sending a copy of this letter to Christopher Roberts. If you are able to arrange for the really important telegrams and letters to be copied to me in future, I doubt whether I shall have to bother you again on this subject.
