HONG KONG: BRIEFING FOR THE SENIOR BRITISH TRADE COMMISSIONER ON THE MFA
1.
Mr Stewart is writing to Mr Roberts (DOT), with a copy to Mr March in the BTC, Hong Kong, as proposed by Mr Duffy, to say that we will let Mr March have copies of telegrams on the MFA by bag together with some basic background briefing.
2. I have discussed the question of briefing with Mr Stewart. We think that there are three papers (or sets of papers) that we could send to Mr March:

(i) a copy of the Hong Kong Department of Commerce and Industry's position paper on the MFA, copy of which was given to Mr Stewart during his visit to Hong Kong in March. This is the first paper in the attached folder of Mr Stewart's personal file on the MFA;
(ii) copies of the letters that Mr Murray and the Governor have exchanged this year (these will be found on the file); and
(iii) copy of the Community's mandate for the negotiations on the future of the MFA, which have now begun in Geneva (Mr Stewart says that there is a copy of this mandate on the file).
3. I should be grateful if you would put together a draft letter for Mr Stewart to send to Mr March enclosing these papers and any others of a general nature that you think would be worthwhile. Such a letter could be the occasion for also sending Mr March a first batch of telegrams on the MFA. I attach my own working set of telegrams from 8 July onwards, which you could copy for this purpose. You had better check to see whether any important telegrams are missing. I do not, for example, have a copy of the telegram from UKREP Brussels that you were hunting for yesterday.
