Comments and remarks made in the context of examination

of the new Commission working document (see Annex I hereto) (1)

(a) Generally speaking, it should be noted that delegations were

unanimous in their view that the entire approach recommended by the Commission should, like the other negotiating directives already approved, be seen in close conjunction with the preamble to these directives which laid down the main objective sought by the Community in the context of the renewal of the Multifibre Arrangement see S/399/77 (COMER 76), Annex, introductory paragraph_7.

(b) Timetable proposed in the Commission approach

(paragraphs 3, 5, 6 and 7): the United Kingdom delegation stressed that it was anxious for a first set of proposals for directives for bilateral negotiations to be submitted before the end of May; consequently discussion of the approach as a whole should be completed in the first half of May.

(c) Time limits which the Community should get itself for the

conclusions of bilateral agreements: In this connection it was pointed out that the time limits indicated in the Commission document could only be respected if the Multifibre Arrangement

were renewed in time.

(1) It should be noted that the French delegation only took part in the Working Party discussions on that part of the Commission

document relating to the definition of the concept of stabilization.
