such suppliers which are not parties to the renewed MFA, or with which the Community has special treaty commitments, the Commission will submit proposals for comparable solutions in accordance with Article 8(3) of the MFA for these countries' exports of the products in question. These proposals will be submitted before 15 July.
In order to enable the above programme to be carried out, the Community will give priority to the completion of the global assessment referred to in paragraph 2 above, including in the first place the decisions on internal global import ceilings and in the second place the decisions as to how these are to be shared out among supplying countries.
In order that "newcomers" exports do not exacerbate the difficulties caused by existing high market penetration, the Commission will formulate its proposals concerning the dominant suppliers of a given product, having regard to the internal global import ceilings, so that the capacity in the quantitative limits for the first year would be created to accomodate such "newcomers" on the Community market. In particular, consideration will be given to the extension of product coverage of bilateral agreements to make these more comprehensive and the adjustment of quota levels and flexibility provisions within such agreements, taking account of the relative sensitivity of products covered.
Where bilateral agreements in accordance with the foregoing principles are not wholly completed by 1 January 1978, the Community will apply, for the supplying countries in question, a "stand still" at levels in accordance with Annex B of the MFA, by means of an interim application of the safeguard clause of the renewed Arrangement. The growth element for such quotas by reference to 1977 levels will only be granted upon conclusion of bilateral agreements.
Finally, to complement the programme set out above, the Com mission will prepare a comprehensive system of surveillance for products found at any time to be sensitive (see paragraph 2), In this way, trends in imports will be followed more efficiently than has been the case in the past, and thus more timely action, appropriate to the particular case of each supplying country as it appears on Community markets, may be taken when necessary. The Community's intention is that as soon as the comprehensive system of surveillance shows that imports from any new supplier cause or threaten to aggravate a situation of market disruption within the Community (1) for any of the sensitive products, the Community will
immediately initiate negotiations or consultations with the supplying countries. It should be made clear that any restraint which may be called for should become effective within three months
