MFA renewal: "cumulative market disruption"

A. Approach that the Commission will follow in Geneva in the context of the negotiations for the renewal of the MFA

The Commission will explain in Geneva the approach that it intends to follow in respect of cumulative market disruption for textiles items of high import penetration. The Community will re-affirm its intention to re-negotiate existing bilateral agreements, and

to negotiate agreements with other MFA supplying countries, or to adopt measures under MFA Article 3, designed to stabilise the market situation in accordance with the principles contained in the Community's statements to the Textiles Committee on 6.12.1976 and 16.3.1977.

The procedure which the Community intends to follow for the purpose of avoiding cumulative market disruption entait recognition by the parties to the MFA of a number of the points set out in the draft directive S/399/77. On this basis the Commission believes that the Com~ munity's intentions are compatible with the provisions of the MFA. This must be explained to our partners in Geneva. It must also be explained that if the Community's 'right to carry out its intentions is challenged by other parties to the MFA, then the question of seeking further funda- mental changes to the provisions of the MFA will need to be further considered by the Community.

B. Approach proposed by the Commission for dealing with the

problem of cumulative market disruption

(i) In the case of imports of those textile products which

have a particularly high level of penetration in Community markets (including regional markets) the major objective, shared by the Commission and all Member States, consists of effecting a stilization, throughout the life of a renewed MFA, of import
