Mexico thought the time was ripe for the GATT Secretariat to draw together into one document detailed information about QRS which had been admitted to exist in the course of consultations, The information should include the type of measure, data of trade, distribution by supplier country, and the country notifying the measure. This received some support from developed countries but foundered when India wated the exercise to exclude QRS maintained by developing countries. A compromise was reached whereby the GATT Secretariat would examine the feasibility of providing this inform- ation in the detail required,
12. There was no agreement on an Indian proposal for the GATT Secretariat to provide a check list of issues at stake in the QR field based on ITN/NTM/W/2 paragraph 13. This proposal remains on
the table.
Import Licensing Procedures

13. Kautzor Schroeder (GATT Secretariat) reported orally on the limited progress made at the meeting of the Sub-Group at Technical Level on 24/25 May. He drew attention to the wo documents which the GATT Secretariat had been asked to draw up at that meeting MTN/NTM/W/103- a new attempt in consultation with delegations at a draft text on Licensing to Administer Import Restrictions (a US suggestion; and MTN/NTL/104 which shows existing GATT provisions alongside the draft text elaborated by the Committee on Trade and Industrial Products (a Community suggestion) and sought advice on future work in this area, in particular whether it should include procedures on export restrictions as suggested by Switzerland (MTN/NTM/W/73 Rev.1).

This was a their view it did not fall under its terms of reference. mattor which would have to be taken up with the NTM parent group and possibly the TNC.

The Community said it was a matter for the record that GATT Articles XIII and VIII covered both import and export restrictions, Nevertheless they agreed with a US suggestion that it might be politic to postpone discussion and leave the Swiss proposal on the table. Switzerland announced that it would raise the matter at the NTM Group on 21 July. Kautzor Schroeder indicated that he intended to have informal discussions with delegations beforehand on the issue.
16. The GATT Secretariat was asked to attempt to produce a draft text on Automatic Import Licensing to complement the work they had done on Licensing to Administer Import Restrictions. Following a suggestion by India, both these draft texts will appear with the relevant GATT provisions indicated alongside.
