State that the Community considers it a desirable aim to improve the situation of newcomer developing countries on the market and of those which are least favoured compared with the situation currently enjoyed by some large exporting countries.

For some of the products with a very high penetration of the ('menity market for which import stabilization is needed this applies in particular to the small number of products referred to in 3 above the Community intends to seek, by means of bilateral negotiations in accordance with the renewed MFA, to achieve a better trade balance between the different supplier countries. However were such negotiations not to produce solutions along these lines, the Community would be obliged to make use of negotiation or safeguard provisions to restrict access for newcomer countries on the market unless special provisions were proposed in the text of the MFA to offset wider access to newcomers vis-à-vis the large suppliers of the product in question.

In order for a better balance to be achieved in future between the Community's different supplier countries by means of bilateral negotiations it should not be possible for the provisions of the present Annex B 1(b) to be invoked against the Community by the large supplier countries.

The Community therefore seeks an amendment to Annex B so that the levels to be entered in bilateral agreements with large supplier countries can if necessary be lower than previous quotas,
