The Community will seek to negotiate bilateral agreements with a morc comprehensive product coverage than had hitherto been the case. In particular, products which are sensitive either on a Community or on a regional basis should be covered by all agreements (Community ceiling or "c.c.c.").

The Commission will present, by the end of June, specific proposals for negotiating directives with five supplying countries as well as a draft autonomous measure concerning Taiwan. The Community should, by 1 September 1977, conclude bilateral agreements with these countries.

For all other "significant" suppliers, the Commission will submit proposals, having regard to the internal global import ceilings, for directives to negotiate or, where bilateral agreements already exist, to re-negotiate bilateral agreements under Article 4 of the IFA to be renewed (1). In the case of such suppliers which are not parties to the renewed MTA, or with which the Community has special treaty commitments, the Commission will submit proposals for comparable solutions in accordance with Article 8(3) of the MFA for these countries' exports of the products in question. These proposals will be submitted before 15 September 1977.

In order to enable the above programme to be carried out, the Community will give priority to the completion of the global assessment referred to in paragraph 2 above, including in the first place the decisions on internal global import ceilings and in the second place the decision as to how these are to be shared out among supplying countries.

In order that "newcomers" exports do not exacerbate the difficulties caused by existing high market penetration, the Commission will formulate its proposals concerning the dominant suppliers of a given product, having regard to the internal global import ceilings, so that the capacity in the quantitative limits for the first year would be created to accommodate such "newcomers" on the Community market.

The Community intends to undertake the measures needed to achieve its objectives of stabilization. To this end, the Commission will ensure that the arrangements for negotiation and signature of the bilateral agreements with the main supplying countries are such as to make it possible at all times to monitor that the objectives of stabilization and the internal global import ceilings are not exceeded.

Where bilateral agreements in accordance with the foregoing principles are not wholly completed by 1 January 1978 the Community will apply for the supplying countries in question, a "standstill" at levels in accordance with Annex B of the MFA, by means of an interim application of the safe- guard clause of the renewed Arrangement.

) The list of countries in question which will be drawn up by the Commission and submitted to Member States, should take due account of both the general and particular problems experienced throughout the Community as regards high import penetration of the products in question.
