1. The Brief for COREPER debates in our telno 994 to Brussels satisfies completely the requests made to us in Hong Kong by Messrs Jordan et. al. Hong Kong want the globalization project to be dropped and the MFA left unchanged. position enshrined in these instructions is just that.

2. If the Commission's proposals are accepted then Hong Kong will have to face the prospect of very tough renegotiation of the various bilateral agreements. This was completely accepted by Mr Jordan and although we can expect them to squeal loudly at any reduction of advantage to them proposed in the bilateral renegotiations, (a) their negotiators are sufficiently skillful to ensure that they come out with the maximum advantage, and (b) they will, of course, approach us again for our assistance.

3. On the whole I am content with the present position and I think we can take some credit for it.
