1. I am writing in reply to your telegram no. 131 of
4 February on this subject and in the light of the useful talks which Whitehall officials had with David Jordan on
8 February I think it is important for me to set out the
way in which opinion is forming both within Whitehall and
in the Community.
2. I think the Foreign and Commonwealth Office is fully

the economy of Hong Kong and the fact that disruption of that production is likely to have a serious effect on the
