Survaillanco Body. The Textiles Surveillance Body shall conduct its work in the amer provided for in paragraph 5 above. Upon receipt of recomendations from the Textiles Surveillones Budy the participating inporting country shall review the menmares taken, and repor. thercon to the Textiles Surveillance Body.

If recourse is had to wgures under this Articlo, participating countries shall, in introducing puch Leasures, suck to avoid dungo to the production and warkaling of the exporting countries, and particularly of the developing countries, and shall avoid any such measures taking a form that could result in the outablishment of additional non-tariff larriors to trade in textile products. Thoy shall, through prompt consultations, provide for suitable procedures, particularly as regards goods which have been, or which aro about to be, shipped. In the absence of agreement, the Latter many bu referred to the Textiles Surveillance Budy, which shall make the appropriate recommendations.

8. Mensures taken under this Article may he introduced for limited periods not exceeding one your, subject to renewal or extension for additional periods of one year, provided that agreement is renched between the participating countries directly concerned on such renoval or extension. In such cason, the provisions of Annex B shall apply. Proposals for renewal or extension, or modification or elimination or any disagree.ent thereon shall be submitted to the Textiles Surveillance Body, which shall make the appropriate recommendations. However, bilateral restraint agreements under this article may be concluded for periods in excess of one year in accordance with the provisions of Annex B.

Participating countries shall keep under review any measures they have takon wider this Article and shall afford any participating country or countries affected by such measures, adequate opportunity for consultation with a view to the elimination of the messures as soon as possible. They shall report from time to time, and in any case once a year, to the Textiles Surveillance Pody on the progress mude in the elimination of such Leasures.

Article 4

The participating countries shall fully bear in mind, in the conduct of their trade policies in the fiad of textiles, that they are, through the acceptance of, or secession to, this Arrangement, committed to a utilateral approach in the sourch for solutions to the difficulties that arise in this field.

However, participating countries my, consistently with the basic objectives and principles of this Arrangement, conclud bilet ral agreements on rabuhay acceptable terus in order, on the one hand, to eliminate reel risks of market disruption (a., defined in Annex ) in importing countries and disruption to the textile trade of exporting countries, and on the other hand to ensure the expansion and orderly development of trus in textilos and the equitable treatment of participating countries.
