RENEGOTIATION OF THE MULTI FIBRE ARRANGEMENT
Thank you for setting out clearly in your letter of 28 March the views of the TUC Textile, Clothing and Footwear Industries Committee on this subject. We, too, are disturbed that the Community has not yet been able to agree a mandate on proposals for dealing with the problems of cumulative market disruption but we think that events inside the Community may be moving our way.
There was a further discussion of the Community's mandate on the point of cumulative disruption at the Foreign Affairs Council in Luxembourg on 5 April. Although this did not reach an agreed conclusion, it cleared the air a great deal. We can, I think, look forward to the conclusion of a mandate which will provide much more effective protection for the British textile and clothing industries against cumulative disruption.

I hope we shall have some further news to give you when we meet your Committee in May.
