Delete and substitute "In view of what I have written, I think you will agree that there is little to be gained (and possibly something to lose) from submitting to Ministers. We have argued Hong Kong's case both in Whitehall and in the Community. The proposed globalis- ation clause has been dropped and the MFA will remain virtually unchanged. These were, as I understand it, the two main aims for which David Jordan sought our assistance. We must accept some renegotiation of the bilateral textile agreement and it is through the then renegotiations that the detailed arguments on restraint limits, growth rates, etc. can be addneed".
