1. Thank you for your letter of 5 May. I am sorry about the unfortunate incident during the ESCAP Plenary Session in Bangkok which obviously was due to lack of knowledge on the part of the UK delegation of Hong Kong's responsibility in respect of its commercial relations. Q.W. mentioned the incident (in very relaxed terms) to me when he visited London. He himself understood fully the rather peculiar circumstances of ignorance in which Healey was operating.
2. I have now written to the Head of the International Trade and European Department in the ODM telling him the facts and asking him to ensure that his people are briefed and I hope that there will be no difficulties in future.
