Second Round-table Meeting, formulates an adequate basis for finalizing the articles of association to be included in the legal documents setting up the proposed corporation and defining its machinery and performance;

Considering further that the three protocols attached to the draft agreement establishing the Asian Reinsurance Corporation, as revised by the Second Round-table Meeting, provide the institutional arrangements required for the smooth and successful operation of the proposed corporation;

Recommends that steps be taken by the Governments of the region to

establish as soon as possible, at intergovernmental level, the Asian Reinsurance Corporation, with head office in Bangkok, Thailand;

2.

Requests the secretariat of the United Nations Conference on Trade and

Development to finalize the draft agreement and its protocols, on the basis of the decisions taken at the Second Round-table Meeting and after consulting the Office of Legal Affairs of the United Nations as regards the legal aspects;

3.

Requests the secretariat of the Economic and Social Commission for Asia and the Pacific. to undertake as soon as possible the task of communicating this recommendation, together with the report of the Second Round-table Meeting and the draft agreement establishing the Asian Reinsurance Corporation, to the Governments of its member States for a speedy implementation of the proposed regional project;

Requests further the secretariat of the Economic and Social Commission

for Asia and the Pacific to consult with the Government of Thailand as regards the necessary arrangements for implementing the provisions concerning the host country's obligations vis-à-vis the Asian Reinsurance Corporation.

The secretariats of UNCTAD and ESCAP provided information on the procedure which should be followed as regards the preparation of the final documents (operative paragraph 2 of the recommendation) and the signing of the proposed agreement by the Governments of the regional developing countries, members and associate members of ESCAP (operative paragraph 3 of the recommenda- tion). As regards the latter, it was indicated that the signing ceremony would be held within the next session of the ESCAP Commission, scheduled to take place in Bangkok from 20 to 30 April 1977.
