Finally, in order to permit full membership of countries which are subject to these specific constraints a special waiver clause was included in the draft of Protocol A (see paragraph 6 of the Protocol), on the explicit understanding that only the two countries in question (Indonesia and Singapore) and, if not otherwise possible, a third country (Malaysia), could make use of the waiver clause and file reservations as regards the implementation of the proposed Protocol A. All participants then recommended approsal of the draft of the
Protocol as amended.

CHOICE OF THE HOST COUNTRY
Prior to choosing the host country, the Meeting proceeded to a revision of the drafts of Protocols B and C, which define the immunities, privileges and other facilities to be provided to the proposed corporation by the participating member countries, on the one hand, and more specifically, by the prospective host country on the other. Both draft protocols, based on the principle that the Asian Reinsurance Corporation would be an intergovernmental regional institu- tion with Governments as its members, were recommended for adoption as amended.

Thrée countries, namely the Philippines, Sri Lanka and Thailand had offered officially to host the Asian Reinsurance Corporation; copies of their During respective written proposals were made available to all participants. the debate a fourth country, Bangladesh, volunteered also to host the head office of the corporation, if so decided by the Meeting. All four candidates declared that their Governments had agreed to provide the corporation with all the required immunities, privileges and other facilities, as defined in the
draft of Protocol C in its final form.

The meeting recognized that all four countries, and in particular the three countries which had submitted written offers, fully met the technical requirement. However, owing to a number of practical advantages, mainly connected with the geographically central and convenient location of Bangkok, all delegations which participated in the debate (the delegations of the three postulating countries left the conference room during the discussion of this item) showed a clear and unanimous preference for Thailand as the host country. It was therefore decided and accepted by all delegations, to establish the head office of the Asian Reinsurance Corporation in Bangkok.
