Chartering Arrangements

3. It could be helpful to obtain information on the following points from the members of the mission:

the type, and number and value of vessels which they are interested in buying for

charter;

how they would propose to finance the purchase do they have their own sources of finance or would they be seeking ECGD

export credits;

what type of chartering arrangements are envisaged-short term or long term and on what basis - ie do they want a government guaranteed charter for 15 years and if so at what rates;

are they prepared to pay higher prices for

ships if a charter can be guaranteed?

are the owners prepared to bear any of the risks arising from the deal?

4. If questions are asked about the fund you could emphasise that the Department in conjunction with British Shipbuilders was prepared to be flexible and creative in devising arrangements so as to enable foreign

shipowners to place orders with British yards. Such assistance would not only comprise bringing the price of British ships to the level necessary to enable orders to be placed with British yards, but leasing and chartering arrangements, participation in joint ventures etc. The Department and British Shipbuilders would be very happy

to discuss proposals with Hong Kong shipowners, and would welcome contact being made at the earliest possible opportunity as and when shipowners were formulating their ordering plans. The Hong Kong delegation could be asked to comment on the current stake of competitiveness as

between British and overseas shipyards, and in particular
